Deltona is Volusia County's biggest city and almost entirely residential: block after block of 1980s-2000s homes whose water heaters and supply lines fail in waves. Orlando companies treat it as a long drive and Daytona companies as the far edge of their map, which leaves Deltona chronically underserved, exactly the gap a claim-first model fills.
